Cache is a different concept than virtual memory(aka vMemory) and they are not the same as reserve or addressable memory and deleted items does not go into any of these.

Cache:
Is a Runtime memory that supplements your physical memory. It is a portion of memory that contains currently running apps, video program etc.

Virtual Memory:
Is the virtual equivalent of your physical memory installed on your device. It's mostly used and applicable when using virtual machines(aka VM), VPC (virtual private cloud), openstack, etc and you have concepts like vMemory, vCPU, vDisk, vRAM, vNIC, etc.

Reserved Memory:
Are reserved system executable space running kernel applications and not accessible to your apps, etc and usually are locked and protected.

Unaddressable Storage:
The reason you don't see e.g. a full 4g space when you install a 4g storage is because, the rest of the space is taken up by partition table, format over head, hidden shadow files, recovery partitions, etc. what you see is the addressable storage space.

Deleted Files:
These files are stored in the addressable storage space, but flagged as 're write eligible' then hidden.

Even your storage eventually become full and the 'rewrite eligible' storage area are reclaimed and rewritten over, one can still undelete the content.

This process involves modifying the calling(International numbers) to a local number and terminating the call as local to local call, the Telco receiving the call and terminating it to the called number charges the overseas Telco(international network from where call is being made) $ USD, then modifies the number to local number to pay local interconnect for terminating the call on local network.
For example the calling number is +1322343 calling a local number 01232XXXX, if the telco modifies the calling number to 080XXXXX, 080XXXXX appears as the caller ID on called number 01232XXXX.
Please keep raising this issue till it receives the required attention.

Has nothing to do with telecom companies. The telecom companies are even loading revenue as a result of this practice.

It is done by fraudulent Nigerians with the help of international calling card companies, this way they can terminate international call over IP locally in Nigeria and bypass the telecom companies international termination charges.

This practice increased rapidly since early last year because NCC increased international terminating charges by about 500%. The only way to curb the practice is either to increase local termination charges to be at par with international ones or reduce international charges.

Though both rates does not have to be the same to completely eliminate the practice, but if they make the percentage difference about 20% or so, the financial benefits will be eliminated. Telecom companies will see a boost in revenue and more tax revenue to the government.

They now go abroad and start selling voice termination to Nigeria, once they get a buyer, they offer their gateway IP for interconnection. The calls originates abroad over the internet and once it hits their gateway IP address in Nigeria, it is routed out through those GSM lines as local calls at local rates. So the numbers you see are those GSM numbers and not your friend's number.

These foreign calling card companies prefer these methods because the calls are terminated using local rates and they are bypassing Glo and Nitel who are the only international terminating license owners in Nigeria and therefore not paying international termination cost.

Telecom companies in Nigeria believe that, if local termination rates are increased, revenue lost through these rogue gateways will be reduced or eliminated as the incentive to do it will no longer be there.

Also, big international calling providers sponsor these kind of VoIP gateways, they look for locals and use them as proxies to set them up, both sides smiles to bank each day, while Nigerian licensed international terminating gateway providers loss money!

Nigeria is a signatory to many international laws and also United Nation charter and before those signatures were accepted, they are usually passed into law by the Nigerian Senate & the House just like every other bill that stipulates how Nigeria is to be governed, and then signed into law by the President.

A Nation does not only draw her laws from the constitution, otherwise we will not have use for the Senate & House, as the Courts pretty much know what the constitution says and how to apply it. If Nigeria signed an international treaty, law or charter, they are obligated to obey it and any aggrieved party can sue Nigeria before an international arbitrator, if they are not satisfied with the outcomes of the case from Nigeria judiciary and their terms of reference is the violation of an international law, charter or treaty.

If the party wins monetarily, he/she can successfully enforce the order against Nigeria foreign accounts or properties.
