It's been a while I passed there but I suspect it is a road-worthiness issue. That's the implication of the corruption in VIO and most institutions in Nigeria. The more reason we should pray for and also cooperate with this present administration.
Most of the trucks and vehicles on the road are accidents-waiting-to-happen yet they usually are issued these documents.

It's God that protects commuters in Nigeria, especially in Lagos.
