His comment was aimed mostly at public service. Government is the largest employer in the nation and those employees definitely have addresses and would hardly ever default on loans. Even if they expanded it to the public at large, the NIN implementation and BVN will shut down most people's willingness to scam loan companies. It is one thing to scam loan apps, it is another to scam the government.
